think of what the united states is doing in libya as "setting the stage"....
think of the current military effort as setting up the board in a game of monopoly. first, you have to get everything in order...the chance cards need to be in place, then the community cards, then the bankers gets the money situated....etc.
when this revolution in libya started, it seemed as if the rebels could really take gadaffi down, but then gadaffi broke out the military and flexed some muscle on the revolt--his own people.
so up until that point, the united states was just letting it roll to see where things were going. once it appeared that gadaffi not only owned all the 'railroads and utilities' (monopoly, remember?), he also had boardwalk "and" park place along with every other meaningful property, and was about to shut it down. he said he was going to go house to house and kill those that are against him
that's when it became obvious if nothing was done, gadaffi would set the example for how all regimes in that region should handle protests. every dictator or autocrat in the region would tighten their hold on the people and dig in to keep power, and then progress is non-existent.
i think once the no-fly zone is established, you will see us back out of daily military operations, and instead focus on legal ways to get him out and try to legitimize the opposition forces, but without the hi-tech means of the united states military, there is no other country that can set something like a no-fly zone and have it be effective.
so we can set the game for them, but then its time to back out and see how its played.
